The mayor is the head of city government and has two deputies. The city administrative bodies are composed of 12 city offices, 3 city bureaus and 3 city services. They are responsible to the mayor and the city government. Local government is organized in 17 city districts represented by City District Councils. Residents of districts elect members of councils.
